Evgeny Zhuikov put together a list of what is worth checking about a developer and a project before buying off-plan. Each point covers its own risk. The list is as of September 2025.
- The building permit (PBG) matches the real project. Legal risk: they build something other than what is permitted.
- What percentage of the land has been paid for. Legal risk: if the land has not been fully bought out, the project may stop.
- Contractors: experience and reliability. Risk to deadlines and technical safety.
- The founders and their finished projects. How likely it is that the project will be finished, and when.
- Pledges and encumbrances. Whether the land or the project is mortgaged.
- Build quality. A technical inspection on site.
- Sales volume. How many units must be sold to finish construction, how many are already sold and how much money has been raised.
- The developer's financial stability. Whether there is enough money to finish the project.
- Whether the developer delivered past projects on time.
How to use this
The developer decides what to disclose. But the more points they are ready to show, the clearer it is for the buyer and the broker what they are getting into. Refusing to disclose is the developer's right, but for the buyer it is a reason to check the project more carefully.
