SLF - Sertifikat Laik Fungsi - Certificate of Fitness for Use
What is an SLF?
An SLF (Sertifikat Laik Fungsi) is a certificate from the authorities confirming that a building can be used. It must be obtained before the building is put into use.
Who issues it:
The local administration (regency) through the state SIMBG system. The technical inspection is carried out by the public works department (PUPR).
How long it is valid:
- 20 years - for residential houses
- 5 years - for all other buildings
What is checked:
- compliance with the design
- safety (beams, evacuation, fire safety, electrics, etc.)
- whether all documentation is up to date
- compliance with urban planning rules
What documents are needed:
– drawings, technical plans, test reports
- photos of the building, ID, PBB tax, land agreement
- urban planning certificate (SKRK), IPPT permit
- environmental documents (SPPL, UKL-UPL, AMDAL), etc.
Risks:
- Without an SLF, using the building is prohibited
- For violations: fines, suspension of activity, demolition
- Prison of up to 3, 4 or 5 years — only if the violation caused damage, injuries or deaths
- If the SLF was obtained "improperly", it can be revoked and the building demolished even after it has been put into use
