Investor KITAS and a PMA Company in Bali: Process, Timelines, Real Prices

If you are seriously investing in Bali, sooner or later you will come across two instruments: a PT PMA and an investor KITAS. Let’s break down what they are and what they actually cost. PT PMA — Perseroan Terbatas Penanaman Modal Asing, a company with foreign capital. This is the legal entity through which a foreigner can hold HGB (Hak Guna Bangunan — the right to build for 30+20+30 years), hire staff, open a bank account, issue invoices, and pay taxes in Indonesia. The minimum declared capital is 10 billion rupiah, while the actually paid-in amount starts from 2.5 billion. Opening a PMA takes 4–8 weeks on average and is done through a notary with registration in OSS (Online Single Submission). The real cost of legal services in 2025 is about 16 million rupiah (≈$1000). Additional items required: NPWP (tax number) ≈ 600 thousand rupiah, EFIN ≈ 350 thousand, opening a bank account ≈ 1 million. An investor KITAS is a one-year or two-year residence visa linked to your share in the PMA. It is not a “golden visa,” but a working tool for those who genuinely run a business. If significantly lower, it is either grey-market work or you are being misled by splitting services into parts. Indonesia’s Golden Visa is a separate instrument introduced in 2023. During the test period, about 300 foreigners received it. The minimum investment amount for an individual starts from $350 000 in government bonds or shares, with a 5-year visa. For business, it starts from $5 million and above. Applications are submitted through the Indonesia immigration service website. Important: KITAS gives the right to live in Indonesia, but it does not turn a foreigner into a Hak Milik holder. Land ownership still goes through leasehold, Hak Pakai, or PMA→HGB.
